The City of Banning was incorporated in 1913 as a general law city with a Council-Manager form of government. The City has five elected council members, one of which is appointed mayor by the Council every two years. The City Manager is the Chief Administrative Officer and is appointed by the City Council. The four year elected term of a Council Member’s office is staggered, with three members elected during one election cycle and two at another. Elections are consolidated with the General Election in November of even-numbered years. Banning Council-members are elected City-wide, and represent all citizens. Banning does not have Council Districts.
Banning City Council Meetings
Council meetings are held on the second and fourth Tuesday of each month. Meetings officially begin at 6:00 p.m. Note: The Council may begin the meeting with a closed session. Consequently, Open Session may begin at 6:30 p.m. Citizen participation is welcomed and highly encouraged.
How to participate in council meetings:
For those citizens who may wish to address the Council on a matter not on the meeting agenda, a “Public Comment Section” near the beginning of the Open Session is reserved for this purpose. There is a 3 minute time limit for each individual wishing to comment. For topics on the agenda, a “Public Comment Section” is reserved at the time the issue is discussed.
